{"id":457987,"date":"2022-02-09T16:05:46","date_gmt":"2022-02-09T16:05:46","guid":{"rendered":"https:\/\/psnc.wpengine.com\/?page_id=457987"},"modified":"2024-04-23T12:49:33","modified_gmt":"2024-04-23T11:49:33","slug":"our-structure-and-governance","status":"publish","type":"page","link":"https:\/\/cpe.org.uk\/our-work\/about-us\/our-structure-and-governance\/","title":{"rendered":"Our Structure &#038; Governance"},"content":{"rendered":"<p align=\"justify\">Community Pharmacy England last reviewed its structures and made changes to its composition during 2023\/24 following recommendations made by the <a href=\"https:\/\/pharmacy-review.org\/\" target=\"_blank\" rel=\"noopener\">Review Steering Group (RSG)<\/a>.<\/p>\n<h3 style=\"text-align: justify;\" align=\"justify\">Community Pharmacy England Structure<\/h3>\n<p style=\"text-align: justify;\">Community Pharmacy England (the operating name of the Pharmaceutical Services Negotiating Committee) is an association whose functions and procedures are set out in a <a href=\"https:\/\/cpe.org.uk\/wp-content\/uploads\/2024\/04\/3a.CPE-Constitution-April-2024.pdf\" target=\"_blank\" rel=\"noopener\">Constitution<\/a> and <a href=\"https:\/\/cpe.org.uk\/wp-content\/uploads\/2024\/10\/3b.-CPE-Rules.pdf\" target=\"_blank\" rel=\"noopener\">Rules<\/a>.<\/p>\n<p style=\"text-align: justify;\">With effect from 1st April 2023, the Community Pharmacy England has 25 members on its main committee:<\/p>\n<ul style=\"text-align: justify;\">\n<li>10 members elected on a regional basis from England;<\/li>\n<li>2\u00a0members nominated by the Board of the\u00a0<strong><a href=\"https:\/\/www.npa.co.uk\/\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">National Pharmacy Association<\/a><\/strong>;<\/li>\n<li>9 members nominated by the <a href=\"https:\/\/www.thecca.org.uk\/\" target=\"_blank\" rel=\"noopener noreferrer\"><strong>Company Chemists&#8217; Association<\/strong><\/a>;<\/li>\n<li>3 members elected from the non Company Chemists&#8217; Association multiples; and<\/li>\n<li>a non-executive chair.<\/li>\n<\/ul>\n<p style=\"text-align: justify;\">A list of all members can be found on <a href=\"https:\/\/cpe.org.uk\/our-work\/about-us\/our-committee\/\" target=\"_blank\" rel=\"noopener\">our Committee page<\/a>.<\/p>\n<p>The committee has recently revisited the existing policy to reassess composition in relation to sector ownership in 2025\/26 (i.e. in line with the Committee\u2019s election cycle) and exploring arguments for and against making changes mid-term. The new Governance and People subcommittee is to examine this important issue further in the first half of 2024 and advise the Committee on a way forward.<\/p>\n<p>New Terms of Reference for our subcommittees came into effect from April 2024, with subcommittees being placed in one of two streams: Governance, or Policy and Advisory, to ensure clear separation and accountability. In addition to the subcommittees, there are several working groups of the Committee, the main one being the Negotiating Team.<\/p>\n<p style=\"text-align: justify;\">There are five policy and advisory subcommittees:<\/p>\n<ul style=\"text-align: justify;\">\n<li>Funding and Contract;<\/li>\n<li>Legislation and Regulatory Affairs;<\/li>\n<li>LPC and Contractor Support;<\/li>\n<li>Service Development; and<\/li>\n<li>Communications and Public Affairs.<\/li>\n<\/ul>\n<p>There are two governance subcommittees:<\/p>\n<ul>\n<li>Audit and Risk; and<\/li>\n<li>Governance and People<\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><a href=\"https:\/\/cpe.org.uk\/wp-content\/uploads\/2024\/04\/Guide-to-Community-Pharmacy-England-Subcommittees-April-2024.pdf\" target=\"_blank\" rel=\"noopener\">Guide to Community Pharmacy England Subcommittees and Working Groups<\/a><\/p>\n<p style=\"text-align: justify;\">All members of Community Pharmacy England adhere to a <a href=\"https:\/\/cpe.org.uk\/wp-content\/uploads\/2024\/04\/2-Code-of-Conduct-April-2024.pdf\" target=\"_blank\" rel=\"noopener\">Code of Conduct<\/a> and <a href=\"https:\/\/cpe.org.uk\/wp-content\/uploads\/2024\/04\/1-Governance-Framework-April-2024.pdf\" target=\"_blank\" rel=\"noopener\">Governance Framework<\/a> adopted by the Committee in April 2024. Most LPCs in England have also adopted the same meaning a shared Governance Framework operates across the system of local and national representation for Pharmacy Owners.<\/p>\n<h3>Complaints<\/h3>\n<p style=\"text-align: justify;\">Concerns and issues about Community Pharmacy England or its work may be raised in a variety of ways.<\/p>\n<ul>\n<li style=\"text-align: justify;\">Formal complaints or concerns from a contractor may be raised through the Community Pharmacy England Committee Member who represents the contractor (i.e. the member they have appointed or elected), or through the contractor\u2019s LPC.<\/li>\n<li style=\"text-align: justify;\">Complaints from contractors, LPCs or from anyone else, including patients, may also be raised with any Community Pharmacy England Committee Member including Subcommittee Chairs; or directly with the Chief Executive, staff members or the Chair of Community Pharmacy England.<\/li>\n<li style=\"text-align: justify;\">Anyone can raise a complaint about Community Pharmacy England\u00a0<u><a href=\"mailto:complaints@cpe.org.uk\">via email<\/a><\/u>.
