A payment will be paid for each completed intervention consultation and each completed follow-up consultation. These are systematic and not subject to negotiation.<\/p>\n<p><strong>August 2024<\/strong><\/p>\n<p><em>Category M<\/em><\/p>\n<p>DHSC informed Community Pharmacy England that an error had occurred in the DHSC&#8217;s calculations of July 2024 Category M prices.<\/p>\n<p>In August 2024 DHSC implemented a reduction in Category M prices, of circa \u00a39m per month. Additionally, the extra reimbursement delivered in July will be taken back via further Drug Tariff price reductions between October 2024 to March 2025.<\/p>\n<p><a href=\"https:\/\/cpe.org.uk\/our-news\/category-m-adjustments-to-occur-in-august-2024-imposed-by-dhsc-with-community-pharmacy-englands-opposition\/\">These adjustments were imposed by DHSC despite Community Pharmacy England&#8217;s clear objections<\/a>.<\/p>\n<p><strong>July 2024<\/strong><\/p>\n<p><em>Category M<\/em><\/p>\n<p>The July Category M prices reflect the following adjustments:<\/p>\n<ul>\n<li>Adjustments for underlying market price movements in the reference period Jan-Mar 2024.<\/li>\n<li>No adjustments for margin<\/li>\n<\/ul>\n<p>Based on our analysis of the Category M price list for July 2024, Community Pharmacy England estimates there will be an overall increase to reimbursement of approximately \u00a321m per quarter on like-for-like Category M lines. This indicative modelling uses the latest pharmacy dispensing volumes available to Community Pharmacy England as a proxy for the expected dispensing volumes in quarter Jul-Sep 24. The actual impact of the changes in the quarter will be subject to variation based on actual volumes observed.<\/p>\n<p><strong>May 2024<\/strong><\/p>\n<p>Prescription charge increased to \u00a39.90<\/p>\n<p><strong>April 2024<\/strong><\/p>\n<p><em>Category M<\/em><\/p>\n<p>The April Category M prices reflect the following adjustments:<\/p>\n<ul>\n<li>Adjustments for underlying market price movements in the reference period Oct-Dec 2023.<\/li>\n<li>No adjustments for margin<\/li>\n<\/ul>\n<p>Under normal circumstances there would have been a -\u00a316.2m per quarter adjustment to margin enacted in the April Drug Tariff, reflecting outturns from the Margin Survey up to Q2 2023\/24. However instead of this, <a href=\"https:\/\/cpe.org.uk\/our-news\/government-imposes-drug-tariff-changes-to-manage-margin\/\">Ministers determined that concessionary prices in the April quarter would be constrained by an equivalent amount<\/a>.<\/p>\n<p>Based on our analysis of the Category M price list for April 2024, Community Pharmacy England estimates:<\/p>\n<ul>\n<li>There will be an overall reduction to reimbursement of approximately \u00a320m per quarter on like-for-like Category M lines.<\/li>\n<li>The effect of new entrants to Category M will be a reduction to reimbursement of approximately \u00a37.5m per quarter.<\/li>\n<li>Therefore the overall impact of the new Category M list will be a reimbursement reduction of approximately \u00a327.5m per quarter, equivalent to a reduction in AIV of around -10p per item.<\/li>\n<li>This indicative modelling uses the latest pharmacy dispensing volumes available to Community Pharmacy England as a proxy for the expected dispensing volumes in quarter Apr-Jun 24. The actual impact of the changes in the quarter will be subject to variation based on actual volumes observed.<\/li>\n<\/ul>\n<p><strong>March 2024<\/strong><\/p>\n<p><em>Flat fee<\/em><\/p>\n<p>The Flat Fee reduced to zero from March 2024.<\/p>\n<p>This is a change being <a href=\"https:\/\/cpe.org.uk\/our-news\/dhsc-imposes-flat-fee-removal-from-march-2024\/\">imposed by Government<\/a> to prevent an expected small over-delivery of fees in 2023\/24. The fee was previously \u00a3533 per month.<\/p>\n<p><strong>January 2024<\/strong><\/p>\n<p><em>Category M<\/em><\/p>\n<p>The January Category M prices reflect the following adjustments:<\/p>\n<ul>\n<li>Adjustments for underlying market price movements in the reference period Jul-Sep 2023.<\/li>\n<li>A downward margin adjustment of -\u00a39m<\/li>\n<\/ul>\n<p><em>Community Pharmacy Consultation Service<\/em><\/p>\n<p>The Community Pharmacy Consultation Service was decommissioned on 31st Jan 2024, and the two elements of the service (urgent medicine supply and minor illness service) were incorporated into the new Pharmacy First Service.<\/p>\n<p><em>Pharmacy First<\/em><\/p>\n<p>A new <a href=\"https:\/\/cpe.org.uk\/national-pharmacy-services\/advanced-services\/pharmacy-first-service\/\">Pharmacy First service was launched on 31st January 2024<\/a>.<\/p>\n<p>This incorporates two previous elements from the decommissioned Community Pharmacy Consultation Service, and a new element &#8216;Clinical Pathways&#8217;.<\/p>\n<p>For each completed consultation provided by a pharmacy contractor a fee of \u00a315 will be paid.<\/p>\n<p>A sign up fee of \u00a32,000 is payable to all pharmacy contractors who sign up to deliver the service before 31st January 2024 (this fee will be recovered from contractors who have not delivered a minimum of 5 Pharmacy First Clinical Pathway consultations that cross the Gateway point by 23:59 on 31 March 2024)<\/p>\n<p>A monthly fixed payment of \u00a31,000 will be paid to pharmacy contractors delivering the NHS Pharmacy First Service who reach the minimum number of consultations required from February 2024.<\/p>\n<table style=\"border-collapse: collapse; up to \u00a3112m<\/li>\n<li>Upfront payment for Pharmacy First &#8211; \u00a32,000<\/li>\n<li>Monthly payment for Pharmacy First &#8211; \u00a31,000 (dependent on hitting minimum monthly volume requirements)<\/li>\n<li>Item of service fee for Pharmacy First &#8211; \u00a315<\/li>\n<li>Incorporation of CPCS (Community Pharmacist Consultation Service) into Pharmacy First, with increased item of service fee of \u00a315<\/li>\n<li>Initial temporary caps for Pharmacy First of 3,000 consultations per pharmacy per month, which will be reviewed at the earliest opportunity once data for the service becomes available<\/li>\n<\/ul>\n<p><em>LFD Service<\/em><\/p>\n<p>The Lateral flow device tests supply service for patients potentially eligible for COVID-19 treatments (LFD service) was commissioned as an Advanced service from 6th November 2023.<\/p>\n<p>A service fee of \u00a34 + VAT will be paid for each completed transaction of the supply of one box of five COVID-19 LFD test kits and the cost of tests supplied will be paid according to arrangements set out in the November 2023 Drug Tariff.<\/p>\n<p>More informatione is available on our <a href=\"https:\/\/cpe.org.uk\/national-pharmacy-services\/advanced-services\/lfd-service\/\">LFD Service webpage<\/a>.<\/p>\n<p><strong>October 2023<\/strong><\/p>\n<p><em>Category M<\/em><\/p>\n<p>The October Category M prices reflect the following adjustments:<\/p>\n<ul>\n<li>Adjustments for underlying market price movements in the reference period April-June 2023.<\/li>\n<li>A downward margin adjustment of -\u00a321m which includes\n<ul>\n<li>The final phasing out of the extra \u00a3100m margin allowance that was agreed for the Community Pharmacy sector as part of the Year 4 and Year 5 funding settlement.<\/li>\n<li>A downward adjustment to reduce the margin run rate, based on the outturns from Margin Survey results up to 2021\/22 Q4.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p>At the request of Community Pharmacy England, no further adjustment was made to recoup the over delivery measured in Q4 2022\/23 \u2013 although\u00a0downward adjustments\u00a0made in previous quarters to recoup over delivered margin were maintained. Community Pharmacy England will be discussing with DHSC over the next few months how to progress.<\/p>\n<p><strong>July 2023<\/strong><\/p>\n<p><em>Category M<\/em><\/p>\n<p>The July Category M prices reflect an increase in reimbursement levels of approximately \u00a35m per quarter on like for like entries. This is the net effect of 2 elements;<\/p>\n<ul>\n<li>an adjustment of -\u00a323.8m, in light of the results of the margin survey (latest result up until end of December 2022), and the phasing down of the additional \u00a3100m agreed across years 4 and 5 as part of the Community Pharmacy Contractual Framework.<\/li>\n<li>uplifts for underlying market prices (between January \u2013 March 2023)<\/li>\n<\/ul>\n<p><strong>April 2023<\/strong><\/p>\n<p>Prescription charge increased to \u00a39.65<\/p>\n<p><em>Pharmacy Contraception Service<\/em><\/p>\n<p>A new Advanced Service &#8216;Pharmacy Contraception Service&#8217; commenced on April 24th, 2023.<\/p>\n<p>Initially the service will involve community pharmacists providing ongoing management of routine oral contraception that was initiated in general practice or a sexual health clinic; this is the\u00a0<strong>Tier 1<\/strong>\u00a0service.<\/p>\n<p>Subject to a positive evaluation of the ongoing pilot,\u00a0<strong>Tier 2<\/strong>\u00a0of the service, which will enable community pharmacists to also initiate oral contraception, via a PGD, and provide ongoing clinical checks and annual reviews, will commence on 4th October 2023.<\/p>\n<p>The following fees for Tier 1 have been agreed:<\/p>\n<ul>\n<li>A set-up fee of \u00a3900 per pharmacy, paid in instalments as follows:\n<ul>\n<li>\u00a3400 paid on signing up to deliver the service via the NHSBSA MYS portal;<\/li>\n<li>\u00a3250 paid after claiming the first 5 consultations; and<\/li>\n<li>\u00a3250 paid after claiming a further 5 consultations (i.e. 10 consultations completed).<\/li>\n<\/ul>\n<\/li>\n<li>A fee for each consultation of \u00a318.<\/li>\n<\/ul>\n<p><em>Hepatitis C testing service<\/em><\/p>\n<p>The Hepatitis C test service was decommissioned from 1st April 2023.<\/p>\n<p><em>Category M<\/em><\/p>\n<p>The April Category M prices reflect a moderate increase in reimbursement levels of around \u00a310m per quarter which is the net effect of 3 elements;<\/p>\n<ul>\n<li>A significant adjustment in Category M prices in recognition of the price rises that have been seen in the market over the last several months<\/li>\n<li>A minor margin adjustment of +\u00a31.5m\/qtr, agreed by PSNC based on our latest analysis of margin delivery and on current projections for 2023\/24<\/li>\n<li>Entry of new generic medicines into Category M<\/li>\n<\/ul>\n<p><em>Flat fee<\/em><\/p>\n<p>As part of the Year 4 &amp; 5 funding settlement for community pharmacy, it was agreed that a new Flat Fee payment would be introduced from April 2023. This would be paid to all contractors who dispense at least 101 items a month, up to a national total of \u00a370m on an annual basis.<\/p>\n<p><a href=\"https:\/\/www.gov.uk\/government\/publications\/community-pharmacy-contractual-framework-2019-to-2024\/community-pharmacy-contractual-framework-5-year-deal-year-4-2022-to-2023-and-year-5-2023-to-2024\">See the announcement here.<\/a><\/p>\n<p>The value of the Flat Fee payment has been determined at \u00a3533 per month, and will be introduced in the April 2023 Drug Tariff.<\/p>\n<p><strong>February 2023<\/strong><\/p>\n<p><em>Transitional Payment changes<\/em><\/p>\n<p>Transitional Payments will be reduced to zero from February 2023. This includes both the Dispensing Payment and Service Payment element of Transitional Payments.<\/p>\n<p><a href=\"https:\/\/cpe.org.uk\/our-news\/dhsc-to-remove-transitional-payments-from-february\/\">Please see Community Pharmacy England&#8217;s news update for further information on this change<\/a>.<\/p>\n<p><strong>January 2023<\/strong><\/p>\n<p><em>Category M<\/em><\/p>\n<p>The January Category M prices reflect an increase in reimbursement levels of approximately \u00a328m per quarter. This is the net effect of 2 elements;<\/p>\n<ul>\n<li>A significant adjustment in Category M prices in recognition of the price rises that have been seen in the market over the last several months<\/li>\n<li>A minor margin adjustment of -\u00a32.1m\/qtr, agreed by Community Pharmacy England based on our latest analysis of margin delivery and on current projections for 2022\/23<\/li>\n<\/ul>\n<p><\/div><div class=\"trigger the-trigger\">2022<div class=\"icon\"><\/div><\/div><div class=\"toggle_container\"><\/p>\n<p><strong>December 2022<\/strong><\/p>\n<p><em>Transitional Payment changes<\/em><\/p>\n<p>From December 2022 onwards, the amount an individual contractor receives for their Service Payment will be calculated as a percentage of the contractor\u2019s advanced service payments in the\u00a0<strong>previous month\u00a0<\/strong>(not including the Seasonal Influenza Vaccination Service, any set-up payments, or incentive payments for the Hypertension Case-Finding Service).<\/p>\n<p>Contractors will also receive an additional\u00a0<strong>5%<\/strong>\u00a0of their advanced service payments in the previous month, if they were registered to provide CPCS for every day of the previous month.<\/p>\n<p>For <strong>December 2022<\/strong>, the Service Payment will be equivalent to\u00a0<strong>63%<\/strong>\u00a0of the value of a contractor\u2019s advanced service payments in\u00a0<strong>November 2022<\/strong>. Separate fixed deduction rates have been determined for each group.<\/p>\n<p>From October 2022, discount deductions will begin transitioning to these new arrangements. The new wording provides details of the endorsement requirements, reimbursement and remuneration for supplies made in accordance with SSPs.<\/p>\n<p><strong>Reimbursement<br \/>\n<\/strong>Reimbursement is for the medicine or appliance supplied in accordance with an SSP, not the originally prescribed medicine\/appliance. Payment is normally calculated on the basis that the exact quantity ordered by the prescriber has been supplied, apart from any supply made against an SSP for an alternative quantity.
